Evaluation Criteria for Project Proposals
All Project proposals will be subject to peer review appraisal. At least 3 peer reviewers with specialist skills in each project subject will be contracted to provide technical advice to proponents and the Vietnamese and Australian Technical Advisory Panels. Proponents will receive copies of peer reviews and will have an opportunity to respond to peer review comments. These responses must be sent to the CARD PMU within 10 days of delivery to proponent institutions. Responses by email will be acceptable.
Technical Appraisal Reports will be provided to the Program Coordinating Committee (PCC), together with all documentation relating to each project. Each member of the PCC will evaluate Project Proposals according to matrix below. Each criterion will be given a score ranging between 1 and the available score. Based on their individual scores each member of the PCC will rank projects in priority order. The final selection of projects will be a collective decision by the PCC based on these rankings.
