SECTION 2. Project Description
[Maximum of 3 pages]
2.1 Project Background:-
(i) Describe the reasons for undertaking the proposed project. Provide a brief summary of the problem being addressed, findings in this area so far; describe their significance and the benefit of the proposal in relation to the opportunity or problem being investigated. Identify and discuss linkages to related government or donor-funded projects or programs in Vietnam or the region.
(ii) Capacity Gaps. Briefly identify the capacity gaps, at individual or institutional level, that are preventing the institution from addressing the problem. Briefly outline how the project as proposed would address the gaps in individual staff or institutional capacity as part of project implementation.
2.2 Project Objectives.
(iii) Set out the objectives of the project. Indicate how they are aligned with the agreed CARD Program Strategic Framework.
2.3 Proposed Methods.
(iv) Provide a brief statement of how the project will be conducted, sufficient to justify the indicative time and budget estimates. Describe where the work will be done and the nature of the project. Summarise the respective roles of the Australian and Vietnamese institutions in project implementation and output dissemination. Describe possible risks to achieving the planned outcomes, including environmental risk (see also Section 2.6) and how they will be addressed.
2.4 Expected Outputs.
(v) Describe the expected project outputs, development benefits and impacts (institutional, gender, financial, environmental) of the project and pathways and timeframe for application of the technology and/or dissemination of the knowledge products. Indicate how it is envisaged or expected that the outputs might be sustained at the institutional level or by beneficiaries. Identify the direct or indirect benefits to the Central Coast or Mekong Delta regions.
2.5 Collaborators.
(vi) List any private sector organisations (name of key person and name of organisation) or other donors which have agreed to participate in the program and why.
2.6 Environmental Assessment
(vii) Identify any potential (+ve or –ve) environmental impacts and where there is potential negative impacts describe the management steps to be take to minimise these impacts
2.7 Dissemination Strategies and Gender and Social Issues
(viii) The proposal should identify the expected beneficiaries and stakeholders at smallholder and institutional level. Briefly outline the methodologies for transferring technologies developed to the next users of those technologies. The smallholder level analysis should indicate how it is envisaged the outcomes from the project will affect gender roles or be integrated into existing roles.
SECTION 3: EOI Certification
The preparation of this Expression of Interest has taken into account the CARD Program Guidelines and is hereby submitted. The Vietnamese and Australian institutions undertake that the information provided is a true representation of the intended collaborative arrangements and of the resources that would be committed to the project including the availability of the personnel nominated for the project.

One Hard Copy and one Electronic copy, in Vietnamese and English must be submitted to the CARD PMU Office before the closing date for EOIs.
