Project Proposals have a limit of 18 pages. Budgets and associated worksheets, institutional and staff capability statements (no more than 3 pages for all institutions and staff) and Environmental Impact Assessment (EIA) and Environmental Management Plan (EMP) can be attached as Annexes.
Any proposals that do not meet the criteria will be advised of the areas of non-compliance and invited to re-submit the proposal within 10 days.
All projects will be subject to peer review. The peer review reports will be sent to proponent institutions who will have 10 days to formally respond to the peer review comments.

2. PROJECT DESCRIPTION

2.1 Problem Definition and Relevance
2.1.1 Project Origin and Relevance
· The agricultural or rural development problem or opportunity targeted by the project
· The relevance in Vietnam of the problem or opportunity identified and its potential contribution to achievement of the outcomes expected from the CARD Program.
· The project’s alignment with the CARD Strategic Framework.
· The identification of the potential key stakeholders/beneficiaries of the project and their participation in project implementation and/or output dissemination.
· The individual staff or institutional capacity gap(s) that the project is expected to fill and the relevance of the expected capacity gains to agriculture and rural development in Vietnam.
· A brief description of how the issue of capacity gaps will be addressed, including an indication of the ability of the Australian partner institution to assist.
2.1.2 Related Projects:
· Identify any other related projects or activities already being undertaken by the nominated collaborating partners, individually or collectively.
· List in tabular format (agency, project number, project title) other projects, including CARD and ACIAR projects (completed, in progress or likely to commence) that are closely related to the proposed project.
· Describe how the project will add value to an on-going or completed project interventions and how the experience gained in these projects will be incorporated into this proposal.
· Specify if any other donors have been approached for funding this proposed project or a similar project.
· Indicate what, if any, opportunities may be developed to expand the project’s impact through co-financing or any other means, and if so, how the project will ensure that AusAID’s contribution is clearly identified.
2.2 Stakeholder/Beneficiary Analysis
· Summarise the main results from any stakeholder beneficiary analysis that may have been completed in tabular form that identifies potential beneficiaries, likely benefits, an indication of the size of benefits expected to be achieved and the timeframe for achievement.
· Detail any stakeholder baseline surveys undertaken and/or the need for baseline information as a part of project implementation and what methodology or procedures will be implemented to use baseline information to measure the benefits outlined above.
2.3 Approach and Methodology
2.3.1 Implementation Approach and Strategy
· Detail the proposed project approach and why this approach is preferred over other possible approaches to the R&D problem described. Outline if this approach has been tried before and if so what lessons were learned.
· Outline any previous work underpinning the problem. This should include relevant work not yet published and work drawn from sources outside Vietnam or Australia.
· Detail the proposed approach to institutional capacity building.
· Outline the overall approach to dissemination both within and beyond the project site.
· Approach to risk identification and management and to ensuring sustainability.
2.3.2 Implementation Methodologies
· The R&D methodology developed, should contain enough detail to enable a thorough scientific appraisal and must be sufficient to justify the budget and time estimates and to demonstrate the collaborative nature of the work.
· Major assumptions and associated risks to successful achievement of objectives should also be considered, with attention to how they will be managed.
· The use or otherwise of participatory technology development methodologies in implementation that will incorporate indigenous knowledge and facilitate social equity of likely benefits.
· Identify methodologies to address capacity/capability gaps and how improvements in competency could be measured/evaluated.
2.3.3 Environmental Impact
· Identify any potential (+ve and –ve) environmental impacts.
· Where there are potential negative impacts describe what management steps will be taken to minimise these impacts
· If potential impacts are significant attach an Environmental Impact Assessment and Environmental Management Plan as an annex).
2.3.4 Dissemination Strategies
· Describe the step proposed to link with stakeholders and to ensure equity of project benefits, particularly for women and other disadvantaged groups including the poor and ethnic minorities.
· Identify the next users of the technology and the strategies and methodologies proposed to transfer the technology to the next users.
· Indicate how the technologies may be transferred to stakeholders within and beyond the project target area.
2.4 Intellectual Property
· Indicate the likelihood of significant Intellectual Property issues and how they will be valued and how the IP issues will be addressed. IP includes the actual or future ownership of techniques or information (via patent, materials transfer agreement or copyright) or living germ plasm (via patent, plant variety right or international treaty)

3.2 Implementation Schedule
· A separate project implementation schedule should also be prepared.
· For each project Objective, and Output indicate on an monthly basis when activity will occur
· For input from Australian personnel indicate the timing and duration of inputs (person days) list the major activities and when they will be implemented on a monthly basis.
3.3 Project Budget
· Please attach the Project Budget using the Excel format provided and by referring to the Notes for Completion of the Project Budget.
· Please refer to the EOI Budget Analysis provided by the CARD PMU Office and take steps to ensure that the CARD Budget Guidelines are met
4. PROJECT OUTPUTS AND OUTCOMES
4.1 Draft Milestones and Deliverables
· With reference to the outputs and outcomes detailed in the logframe, please use the format below to define the milestones and deliverables (means of verification of milestones) that the project intends to deliver.
· Indicate the month and year when delivery of each milestone. Indicate your preferred start date as the date for delivery of Milestone 1 (Contract Signing).
· It is suggested that Milestones be defined as outputs and outcomes. Outputs are progress reports (e.g. six-monthly reports against logframe activities). Outcomes are the expected results of the project implementation (e.g. adoption by farmers, financial benefits analysed, competency improvements and measures, training manuals etc)
· Please note that these milestones will form the basis of payment for successful project contracts and will be subject to negotiation by the CARD Program Management Unit.
